Just occurred to me that this may have been brought about by the possible slow down or maybe even cessation of royalty payments from BSM. Just maybe, INL are being proactive in securing their future in case the BSM scenario ends up being worse than expected.BSM are also looking for financing to help pay interest debt.("anticipated significant capital receipts later in this calendar year"). One would hope are going to be more than "the near future substantial payment".
