Why get involved while Hanlong are helping SDL to get the Convention and Mining Permits?
It would get very messy and confusing.
It would take longer to get Convention and Mining Permits if BHP or anyone else came in with an offer at this time.
Imagine three or four companies trying to get involved and fighting over SDL or J/V negotiations.
Cameroon Government would have to stand back and let them fight over perhaps several months.Then The Government would have to start all over again with being sure funding was in place before issuing Convention and Mining Permits.

That is my opinion.
