rio will not bid!

With RIO's recent announcement today that they are going to spend $2.7 Billion Dollars expanding their exisitng WA Iron Ore mines with the view to increased demand mainly from China in the future. You would think that this announcement confirms that RIO is off the table with regard to a FMS suitor. Most people on this forum speculated that RIO was the most likely to make a counter bid, I am not sure who the next option is. Personally after hearing that announcement from RIO I think FMS are a certainty subject to FIRB approval of being sold to the Russians.
