    'Lynas issue should be solved amicably'

    Adopt civil engagement, not radical approach, says Kuantan MCA chairman
    ALL parties must adopt civil engagement instead of using militant and radical approach to threaten the authorities to revoke the temporary operating licence (TOL) issued to Lynas' RM2.5 billion rare earth processing plant in Gebeng here.
    Kuantan MCA chairman Datuk Ti Lian Ker yesterday said there were attempts by certain parties to provoke the public, including using blood to write anti-Lynas posters.

    "Malaysia is a peaceful country with a law-abiding culture."

    He was commenting on a recent incident where a leader of an anti-Lynas group used his blood to write a statement against the plant.

    Ti said the public should have confidence in the regulatory body and must use proper channels to express their views, including on the Lynas plant. He said MCA would meet the Atomic Energy Licensing Board (AELB) director this week to discuss the TOL issue.

    "Those who support civil engagement can join us in the meeting. MCA is doing its part in a different manner as we never support militant and radical approach," he said, adding that MCA would be led by its deputy president, Datuk Seri Liow Tiong Lai, who is also the chairman of a watchdog committee on the Lynas rare earth plant.

    Among others, Ti said MCA would ask AELB to explain the 1,123 comments it received when the document on Lynas plant was revealed for public viewing between Jan 3 and 26.

    "The people have the right to know which comments have been taken into consideration and which have been rejected.

    "Although five days may be sufficient for experts to evaluate the feedback, the public has the perception that AELB was acting in haste when it approved the TOL."

    Ti said MCA also welcomed AELB's decision to put several conditions before Lynas Corporation (M) Sdn Bhd could begin its operations in Gebeng.

    "If Lynas cannot fulfil all the requirements, the government will take immediate action and not consider its further applications."

    The AELB had, on Feb 1, approved Lynas' application after receiving public feedback.

    AELB director-general Raja Datuk Abdul Aziz Raja Adnan, however, said the TOL was approved with several conditions, including that Lynas must provide the permanent disposal facility (PDF), with its plan and location to be submitted, regardless of the commercialisation involving the reprocessing of the residue.

    The plans and location for the PDF must be tabled within 10 months after TOL was approved and Lynas must also deposit a US50 million (RM152 million) guarantee with the government.

    If any of them are violated, the licence could be suspended or withdrawn, and further applications would not be considered, said Raja Datuk Abdul Aziz.
