From what I know in Victoria a tenant can have a pet and the landlord cannot do anything about it. I have a couple of friends who are rental managers and they have told me that if a tenant decides to say have a dog, and the landlord does not like it they will take the tenant to VCAT. VCAT has ruled in the tenants favour and the landlord has no say in the matter. This is not common knowledge for obvious reasons but is worth a call to VCAT to confirm accuracy.
