    If she is not lying - and in her own mind she may think that- she is obviously avoiding telling the truth.

    It has become an art form in political and business behaviour and seems to be well tolerated? How sad.

    I think she is ruthless by nature and ruthless people may by nature use any form of deceit to preserve what they have.
