Well, it can't go down if no US investors buy it.
Only if they buy it and decide to sell for less or try and short.
Otherwise, presumably, BNYM will simply hold the initial parcel until there is demand.
If i was to put my money on it, and i have, i'd bet a decent amount of US investors would like a slice of PRR pie. They just can't have mine... yet.
