FIRB has said NO to the Chinese before because of Chinese monopoly over RE. It is unlikely Chinese will reapply again in the short-term. Japan is unlikely to be interested in ARU because of the Chinese presence.
ARU delaying the BFS is to sit tight until there is a change of government that could be more favorable to further Chinese participation in the company.
