For the US to justify invading Iraq on there being a threat of terrorism or a link to terrorism there had to be a very real threat directly to the USA or at the very least the world at large.
The PLO with the exception of some incidents over 20 years ago are concerned solely with a terrororial dispute with Israel and the PLO themselves have no major connection to other larger terrorist groups such as AQ.
NO THREAT TO THE USA
NO THREAT TO THE WORLD AT LARGE.
This does not mean the actions of the PLO are not of a concern, they are as are the actions of Israel.
However Saddams support of the PLO did not justify the US lead invasion of Iraq and the support offered by Saddam to the PLO is no different and probably less than the support the US has offered various terrorist groups in South America and the Middle East over the last 50years.
