Suggests to me that this is a large CR being done through institutions.
There "might" be a SPP, but, they seem to be thinking VERY big and any SPP would just be a token of respect for SHs. With such a small issued capital and current SP at just .034, SH are simply not big enough to fund their very ambitious programme.
