What mobilises the gold? It is the salt. Sodium chloride provides abundant chloride ions which dissolve and mobilise gold. This is a sloooow process, however one that has been going on for millions of years. The aqua regia process for refining gold actually produces gold chloride as an intermediate step to .999 fine gold. Note that aqua regia is a much more aggressive solvent than saline water.
