It seems the US is testing the waters to try and bring about a change of strategic direction from North Korea following the death of the "Dear Leader." It's unlikely the entire North Korean elite supports the catastrophic direction their leadership has taken them. The US would also be aware the North Koreans have reneged on disarmament for food deals before.
