Couldn't agree with you more on this...r'ber when the China Rail fiasco was unfolding, DP's last words were "We do not want a Ravensthorpe in Young"....he is not in a position to dictate here...if EMC had a weaker than required technical solution, they should have found some way out to make it more feasible/comprehensive...not just reject them outright...
