I can't see that to be the case as there are only 4 holders of MCO with a greater than 5% holding and 2 of them have been buyers of recent times. One of the 2 remaining has been dropping readies into the joint venture so that only leaves one, and by my observation he has held forever.
More likely it is someone just outside that bracket who sacrafices a portion of their holding to get the SP on the skids, then soaks a few up to later ration them out for a 1-2cent gain. I can see a candidate that would fit that description.
