if you look at the list of Internode hotspots in VIC, most are in cafes or pubs. not everyone wants to squeeze inside a cafe just to use free wifi. having the hotspot at flinders and maybe the other city loop stations would reach a wider audience and convenient for people as well due to location and ease of access.
