They are under no obligation to purchase CRF in particular, so the word 'governs' is a bit of a stretch.
Also, CRF at its results recently said it had to offload the properties before it could get investment-grade rating. That might be the precursor for a share spike you're looking for. That said, once the class actions are over and the investment grade rating is awarded the share price should fly and all will be well. Fingers crossed, but reports today say yet another hedge fund is selling down its stake.
