No, it is not the same thing. Many or most westerners may be infidels, but not all infidels are westerners.
Infidels are non Muslims.
Therefore ALL infidels are fair game. However the first rule of the game is, don't make it so obvious. Invent a reason, expand on the reason, lie about it till the cows come home, hope as many left leaning, do gooder Infidels will believe you (not as in you personally), argue amongst themselves and to the merits of Muslims inventions, reasons, excuses... and viola......
