counter offer bid

first time poster, so please be kind.
people are hoping for a higher bid from a rival company,(if and when it comes) but what is the likely hood of the bid being just slightly higher than what the Russians are offering?
Is it likely that another bid for, say, .35c is enough to make other companies take notice and start a bidding war?
If so, how long can they counter each others bids before FMS has to make a decision?
