If Towner can turn this around with something positive, like "evidence," he would need to do it VERY soon.
Maybe he didn't grease the right palms and "someone" else (but who would) has. It is a rotten country to do deals with, rotten as in shockingly corrupt, and you just don't know who we are dealing with on a local level. Probably the biggest crook in the area to get to that high position that he holds. Most often they are the ones who get those positions, by definition.
