They don't really. They belong to the states, that's why they can get royalties and the C'wealth can't.
In the bad old days when resources were selling below the cost of extraction, the Premiers had a reverse auction to attract miners to their states. Sir Joh was famous for it.
I wonder how many of these deals still exist? I wouldn't be surprised if Peak Downs and Goonyella still have them.
