Because many funds commit themselves by their prospectus to buy and hold only securities listed on certain indices, which again is caused by requirements of rating agencies and/or internal rules. The consideration behind this is that companies listed on the major indices are usually quite big, less likely to fail and their shares are more liquid reducing the risk for price manipulation etc.
