gyro, everybody including yourself seems to be completely missing the point, or more likely don't want to face up to it. The reason the soldiers were at that location was because of a reported suicide bomber in the area and they were there to clear the streets. I agree with you, the soldiers wouldn't know the exact time or place. However I disagree with you that it was the right time to do a public relations exercise instead of herding everyone off the streets ASAP. I'll be interested to see what changes are made now to their procedures to avoid a repeat, though this is not the first time a large number of kids crowded around US soldiers have been killed by a car bomb, 35 last Sept. Do you think they should change procedures before it happens yet again, or are you happy to leave everything the way it is? On the other hand perhaps you are relying on future car bombers having more of a social conscious, no doubt more in line with their own. To try and twist my questioning the actions of the soldiers into support for the bombers shows the limitations of some posters in being able examine issues in a balanced manner. Dealing in issues that are black or white are easy, it takes more than it appears many have to deal with areas of grey. I wonder how many of those who won't attribute any responsibility to the soldiers were also those who blamed the government for insufficient warning about the Bali bombing.
