I have watched a OST pipe mill produce hundreds of tons of deformed pipe destined for the scrap bin.When i spoke to the operators about this they informed me ,that they were waiting for a part to come in and they were told to run the plant anyway.I asked the plant manager about this he seemed to be indifferent to the amount of scrap they were making and basically he was judged on the amount of tonnes produced good or bad.
Now having been to japanese and korean pipe mills there is no way this would have happened.
