Soul/Matty, managing director Datuk Ahmad Mashal, clearly stated in the video, that NO shipment of concentrate would be shipped until the TOL was issued, So no, nothing will be shipped out until we get the TOL.
This was also an issue, a few weeks ago, and in another video the head of the AELB, indicated that no concentrate could be imported until the TOL was issued and secondly, a separate permit to import the the concentrate was obtained (the later appeared to be a formality).
As a business, sure, I'd like to see the concentrate shipped and waiting in Singapore, for example,however that would go against the 'spirit' of the terms, and may cause more harm than good.
