Hi BB,
I am a little lost here with the subject heading.

Am I correct in the reading of the article that the Romanian Govt wanted a) the contract made public, b)settlement within 30 days and c) the environmental bond; but the purchaser did not?

If my reading is correct, I could understand a) not being desired (but not a show stopper), but b) and c) sound perfectly reasonable.

I suppose the other question to ask is whether these conditions were part of the initial contract and the purchaser wished to change them.

By the way, thanks for posting this on the OZL board - even though you are not a holder. It is appreciated.
