Anyone living behind barbed wires because they are seeking a better life, to me is like caretaking a lost dog.
They're people. Not as civilised, but there is room for them to adapt with certain disciplines.
Just give them a chance, let them establish their own community under the Australian philosophy way of life.
If they screw it up, then bye byes.
In regards to the homeless, there have been millions and millions of dollars of concessions for the homeless, alas they are either severly hooked on drugs or just very poor self money managers. The homeless can get an education for free, they can live in three bedroom commsion housing for under $30 per week.
