Yes it will. If companies can economically pump their waste carbon gases into a shipping container and 'magically' turn it into usable fuel, and this can be certified, then they will not pay a price on carbon for the amount sequestered. And even if they are already being compensated - this will only add to their bottom line.
This is what a price on carbon is all about. And some [censored] people say it will have no effect!
