That statement is not yours it just needs to taken in context of current value. It is misleading if people take or in cotext of the old mc before we learnt how hard was to extract huge money from insurance companies.
Like you said at that time the mc was 5.9 now it it 1.3. so the indication of 5.9 is not valid.
