How or what should they pay if they made a takeover offer for the oustanding KRL shares? All cash is needed to ramp up production and a scrip bid would mean Low Tuck Kwong losing his absolute majority in Bayan (currently 51.591%), at least unless he increases his holding in Bayan beforehand.
