You could say because 80 somehow sounds more realistic for both parties and there is simply more law and order in the EU than in Mexico. But wouldn't that still be ridiculous for a project that, to be fair, requires $4 because it's worth $1 billion or more? What I'm saying is: If the going gets tough the way you describe it, expect the worst.

I mean, they probably want to feel safe minding their business on their driveways... They can't go too low or some holder might go past breaking point mentally.
