Will probably mean help from a major to do it right. A bit like when Independence Group found Tropicana, they retained 30%.
BUT you never know, Hogranch could be sold off to fund it.
Whichever way it goes, it setup to go and it looks fundamentally dirt cheap. No one can explain why it is not.
