The Labor government was instrumental in their Copper Strategy to make South Australia the world's third copper district around 2016. This was updated by the Liberal government in 2021. Nothing much has changed except the timelines. They wanted to get to 1Mtpa of Cu and how I read the document was 700kt from the Olympic Dam expansion with the rest made up from Oz Minerals, Rex Minerals, and the smaller producers. It will be struggle to get 1 Mtpa by 2030 (page 7) without ODX open pit however SA can aim for the stars and reach the moon.

Here is the latest Copper Strategy. Note page 13. The big resources still listed are ODO, Carapeteena, Hillside, Prominent Hill and Kalkaroo.

So it is in the best interests of the government to assist the copper explorers and potential producers if they want to achieve their strategy.
