Ultimately it is about cost and reliability- that's business
Even governments with deep pockets have to look at costs
Current stage - Wave energy in this format has been here 30 plus years with this company . What does CCE say about the scale required to become economical? Just how many units justify the land based substation , cable , maintenance costs specialist staff etc etc. We have seen it with wind farms the scale and efficiency required and I don't see governments giving extra $ to wave to nurture it unless they see progress toward economic production and a application where it is viable.

I asked a question years ago and it basically went - right now with current knowledge and technology if I ordered 20 units and placed them at XX spot with all land based infustructure ( I know all those costs) in place what approximately is Levelized Cost of Energy (LCOE) for wave energy. You can guess teh answer

Limited lifetime for solar - well the greatest limiting factor at the moment is greater efficiency in same surface area so old panels become less economic than replacing them in the same space with newer technology . i agree there is poor recycling of some components .

Government policy support. Not sure which govt you are speaking of .... governments need to see some sort of endpoint to research dollars.
