Every renewable energy goes through the same procedure, high cost price at early stage then drops quickly after market expansion. Wave energy is the same. Your question about cost price is meaningless at current stage, this question should be asked when CCE is close to large scale commercialization.
Australia goverment or other goverment's financial / policy support is vital for company like CCE, we have seen Biden is putting huge money on renewable energy industry, Australia will follow.
I think I have made it clear what I think, it's a waste of time to repeat it again and again for both of us.
