Why would someone want to buy them at 0.028 when the company is offering them at 0.025 ??

1. Because the company is only offering them at.025 if you own shares already. As the date by which you must own the shares to get the rights is unknown buying them now at 028 may give you rights to buy more at 025.

2. some people do not own the stock therefore have no rights and would like to buy it now that the cash flow issues appear solved.
They realize that .028c is an exhilaratingly cheap price to pay for a JORC resource of this caliber.They also do not want to feel physically sick that they could have bought under 3c when they see the price in six months.
