Having shorting available for NOR is a great sign as it means a broker is willing to part with the stock of NOR that they own and make it available for shorting,
You would only do this if you were extremely confident of NOR and its future otherwise you would keep your NOR shares to sell as soon as you feel unsafe.
The actual Owner of the shorted NOR shares obviously feels happy to rent his shares out for shorting because he believes there is nothing to worry about in the short\medium term,
So its all good
