The issue price isn't locked at 15c, it is the lesser of either 15c or the VWAP of the 5 days up to and including today, minus 10%, rounded down to the nearest whole cent.
By my reading of that, at the current VWAP, issue will be 14c. If VWAP drops to 15.55 issue should be 13c (15.55 x 0.9 = 13.995, down to nearest whole cent)
