Have to say that USD1.5-2 Bn for 20% does seem a tad on the low-side for a near-term oil development of the scale of Venus. Image below is from a while back when they thought recoverable resources were much smaller than they are now. May not be overly accurate, so take it with a pinch of salt, but this graph now needs to be extended at least 10 times further right (and up) than it currently plots.
A lot to be said about getting out early though. Appraisal wells have killed fields before...
