Yes, we're all dreaming.  Myself included.

In the meantime, Edencrete is one of many chemical concrete additives approved by GDOT.  Edencrete is classified as a specialist admixture.  It's one of two approved "S" types.  The second is a Sika product.

My reading of the document (http://www.dot.ga.gov/PS/Materials/QPLCategories) is that each type S concrete additive is approved for specific applications.  The Sika product is limited for use in concrete applications for bridge joint headers and bridge deck concrete only as a shrinkage reduction admixture.  Edencrete is for "limited use in 24 hour accelerated strength concrete (Section 504) and Class B concrete (Section 500) applications only."

Hopefully there will be sufficient funds in the company's bank account to wait out the approval process for use in Class A concrete and to be approved/applicable for use in many of those future projects.  It will still be a highly competitive tendering process.

I agree with your sentiments.  I was driving by the construction of the new Harwood bridge on the Clarence River and all I could think was "what a wasted opportunity".   My photos don't do justice to the the scale of the construction.

    This is a better image:
