In addition you should bear in mind that there is Yilgarn and the exisiting Geraldton port to consider.

    From Wikipedia:

The railway and port project lapsed and has been proposed again ten years later by two iron ore miners: Murchison Metals (ASX:MMX) and Midwest Corporation (ASX:MIS). Several midwest iron ore producers, one of which is Gindalbie Metals (ASX: GBG), are potentially in the running to benefit from the planned infrastructure facility which has the potential to export somewhere in the order of up to 100 million tonnes per annum (based on similar sized operations such as the port of Dampier, W.A.)

    Quote also from ABC News:

The Planning and Infrastructure Minister, Alannah MacTiernan, says the successful bidder will have to provide third party access to the port.

"We're designing this in much the same way as we have facilities in the Pilbara, where new players can come along, and indeed even the government at some subsequent stage can come along, and build an additional berth," she said.
