I dont normally engage in this type of banter but I am curious to understand what evidence you have to support "turning this into actual approval are slim."
I'd suggest it's the opposite. Provisional approvals normally mean it's basically done unless you stuff it up. Means you just need to tick a few more boxes out of a long list.
I'm happy to be wrong .... just looking for some justification for your claim
