Even people accessing pension via a Defined Benefit Scheme needs to use a multiple of the annual value of the pension and add that to any other funds in a superannuation fund, in order to see if it breaches the $1.6 million cap. So, yes, of course there is no "loop hole" of the type you are questionning.
