A new technology like this needs to meet standard material manufacturing & testing requirements, a typical ASTM material standard, for titanium lets say, provides guidelines to meet chemistry, mechanical and heat treating set values for that particular material and related grades of that material. The standards also set out manufacturing practices to work within. To meet this criteria with a new process is particularly hard as they normally cover processing by casting, forging, plate rolling, welding and NDT and is governed by microstructural requirements such as grain size and type.
