The company has done the right thing for the shareholders, had them participate in CR, the chairman of PTR cant drop any more clues than he already has, these guys have previous pedigree and wouldnt go out on such a heavy spruking without such confidence would be the epic face palm and yes, institutions are buying and probably get another major shareholder notice.
