How can they come up with these .5% increments??? Project managers use tools to track all this sort of stuff (MS Project, Jira etc). They can be configured to display whole number percentages for planned or actual completion (round up or down) or to decimal points if required.
You've obviously not contributed to a complex project before let alone lead it based on your comments above.
