i imagine in a gaant chart where milestones are represented as precentages, something like construction of the dry room will equate to 20% alone, the intial slowness will have been finishing milestones that can be achieved without the permits, so its not as though if it took 30days to do 10% then 100% will be 300 days, thats just not how construction progress works
