I don't believe that the movements in the share price have anything to do with Australia's "lagging of decisions" on climate change. Graphite, Lithium are commodities which are more about supply and demand and right now there's a demand. Energy alternatives are necessary not just for the Climate Change rhetoric but also for those who couldn't care less about the climate.
