The US anti-terrorism act prohibits large volumes of transactions without being verified which is a lengthy process. Customers wouldn't have an issue but merchants would see a lot of friction. Then the other question is, how will PayPal identify customers that are suitable for BNPL? Will they try and use transaction records on their account? That's once source of financial history however these a just transactions. They would need repayment history. This would mean developing a new system to identify customers and it just so happens that IOU have this process already figured out.
