In Malay it translates to ''Bayar lambat' Which when you look at the word it doesn't look as an exploitative statement. I would hope it implies in their meaning as 'You have the opportunity to pay slowly at your own pace if you desire' in other words, It's is up to you. Sometimes translations don't work.
I think in English the motto needs fine tuning.
