Where does the 70/30 statistic come from?
14.2% may not seem like much, but it's a sensitive segment because it's taxpayers, not the majority of under 18's or over 65's who aren't working and don't spend as much.
Not that it's a problem whilst unemployment is low as the gearing can be maintained.
